Rough Sleeper and Cold Weather provision

Hambleton District Council Housing Options Team has conducted our annual rough sleeper count  on the night of Wednesday 17 November 2021 going into the morning of Thursday 18 November 2021.

This is a statutory requirement of every local authority to conduct this count.  We coordinated this across York, Hull, East Riding and North Yorkshire with other districts on the same night.  These include York, Richmondshire, Craven, Ryedale, Scarborough, Selby, Harrogate and Hambleton local authorities for North Yorkshire.  Our rough sleeper figure was 1 person for our district on this night.

The Housing Options Team then tries to locate the person the following day in order to offer advice and assistance to get the person off the streets as we are signed up to a joint protocol in North Yorkshire for “No Second Night Out.”  This aims to make sure that no person is sleeping rough for a second night and temporary accommodation can be offered if the person is willing to engage with services and accept this with a view to offering permanent accommodation thereafter wherever possible. 

This also falls into our cold weather provision service which means that any person with nowhere to sleep will be offered at least 3 nights’ accommodation regardless of their priority need circumstances for homelessness, we will then assist them in finding permanent accommodation.  The cold weather provision at Hambleton DC will run from 1 November 2021 until at least the end of February 2022 and may extend depending on the outdoor temperatures at this time.

Last year Hambleton District Council had a rough sleeper count of nil on the night of the count, but this does not mean that the Housing Options Team do not deal with rough sleepers at other times throughout the year.  Obviously; we were hoping for the same “nil figure” this year as we believe that no one should have to be rough sleeping in this day and age regardless of their circumstances, however, as mentioned earlier, we had 1 person.
