Hambleton District Council is seeking to recruit a Taxation and Recovery Officer due to the retirement of a member of the team. The District Council covers a district which is the second largest in North Yorkshire with a population of about 90 thousand and includes Northallerton, Bedale, Easingwold, Thirsk and Stokesley. The Civic Centre is based in Northallerton where majority of corporate services operate from including Taxation and Benefits.

Hambleton District Council is responsible for collecting Council Tax and Business Rates in respect of over 41,000 domestic and 4,000 commercial properties. Its Revenue and Benefits department is split into three teams: Taxation and Recovery, Benefit and System and Technical Support. Each team has its own team leader who report directly to the Taxation and Benefit Manager. The Taxation and Recovery Team that you will be working directly with  comprises of 8.6 Full time equivalent staff.

As a Taxation and Recovery Officer you will be responsible for an effective billing and collection service for Council Tax and Non Domestic Rates. Through the accurate calculation of new bills and adjustments and ensuring that action is taken against non-payers of Council Tax, Non Domestic Rates and Sundry Debts to maximise the income of the Council and improve collection rates. Good time management and organisational skills are required to manage your own workload and monitor arrears accounts ensuring that enforcement action is timely, appropriate and in accordance with legislation and Council policies.

The successful candidate will be highly motivated and have the enthusiasm and passion to motive others with the ability to respond to the changing environment. Experience in a customer focused environment is essential alongside excellent communication and negotiation skills.

Knowledge of Council Tax and Non Domestic rates and Civil Debt enforcement legislation would be an advantage but not essential as training will be provided. Whilst being primarily Taxation and Recovery service focused you will also contribute to the effective working relationships across all Revenues and Benefits functions so knowledge and understanding of Revenues and Benefits administration would be advantageous.

The role demands high quality Customer Service interaction with residents and stakeholders and the person appointed must demonstrate excellent communication skills both verbally and in writing. The ability to interact effectively with a range of customers from all sections of society is required when dealing with challenging and complex issues, whilst maintaining high levels of accuracy and attention to detail

ICT skills are an integral part of the role with experience and a working knowledge of a variety of IT systems and applications which include Microsoft Office applications, and the use of revenues software and document management systems i.e. Northgate and Information at Work are an advantage.

The success candidate will be subject to a Basic Disclosure check in line with the Baseline Personnel Security Standard (fee will be refunded).

An IRRV qualification would be a distinct advantage.
