Sowerby Environmental Space Project

***No clarifications were received in relation to the Sowerby Environmental Space Project SSQ***

Hambleton District Council intend to procure the following land remediation, landscaping and infrastructure works as part of the Sowerby Environmental Space Project. Remediation of a former landfill site by the introduction of a stabilisation mat and imported stone capping layer / General earthworks of inert material to provide final levels for future landscaping / Civils infrastructure works including surface water drainage, cell soakaway system, car parks and entrance works / Hard landscaping surfaces and fitness trails / Soft landscaping and planting including tree planting and a potential term maintenance period.

The closing date for submission of the above SSQs is at 12:00 hrs on Monday 26 February 2018

Expressions of Interest

The Council is not permitted to hold central or approved lists of suppliers other than under framework agreements (see below) however it has listened to what businesses have said and as a result it is introducing an "Open for expressions of Interest" column to the Contract Register.

Where a contract is open for expressions of interest this will be identified alongside the contract and suppliers are welcome to register their interest at that time by sending an email to procurement@hambleton.gov.uk  and letting the Council know which contract you are interested in. The Council will then keep you informed about that specific contract.

Procurement Options

Not all contracts listed will always result in a public quote or tender as there are a number of procurement options open to the Council. These include:

  • extending existing contracts
  • negotiation with individual contractors
  • framework agreements

Extending existing contracts or negotiating with individual suppliers are only allowed in very specific circumstances and are quite unusual.

Framework agreements usually involve a number of authorities or other Public Sector bodies and involve supplier(s) who have already bid to be part of the agreement. The Council is allowed to go to just those suppliers without a further invitation to bid.

Framework agreements are not suited to all requirements however and there will always be a need for tenders and quotations. The Council looks at every requirement individually to decide on an appropriate approach.
