In June 2008 the Council adopted its first Supplementary Planning Document (SPD) as part of the Local Development Framework (LDF). The Affordable Housing SPD covers issues relating to the negotiation of affordable housing. It provides detailed guidance for the public, planners, housing providers, developers and their agents, clarifying definitions and procedural matters in dealing with planning applications for housing.
In October 2013 Cabinet Members agreed the scope of a partial review of the Local Development Framework (LDF). Included within this was the need for more detailed guidance on the interpretation and implementation of the Council's affordable housing policies.
A draft revised SPD was subject to extensive public consultation from 13 October 2014 to 26 January 2015. Comments on the draft SPD were summarised in a report to Cabinet on 17 March 2015 and the document was adopted on 7 April 2015.
Following the ruling of the High Court on 11 May 2016 a report was presented to Cabinet regarding affordable housing thresholds. Cabinet approved the recommendation that the Council adopts the lower threshold triggering the requirement to make cash payments towards the provision of affordable on housing schemes of between 6 and 10 units for those parts of the District that are Designated Rural Areas.
