The Council has launched an energy efficiency scheme to help residents in the private and private rented sector access funding available through the Energy Company Obligation (ECO).

The installers for this scheme is J & J Crump & Son Ltd.

Residents can qualify from different pots of funding within the ECO scheme. Measures that can be installed (subject to survey) are;

  • loft and cavity wall insulation
  • gas boilers
  • first time heating
  • back boilers

Am I eligible?

You may be eligible for if the householder receives certain benefits:

  • Armed Forces Independence Payment (MOD)
  • Attendance Allowance
  • Carer's Allowance
  • Child Benefit (self-declaration)
  • Constant Attendance Allowance (MOD)
  • Disability Living Allowance
  • Personal Independence Payment
  • Severe Disablement Allowance
  • Pension Guarantee Credit (WHD Core Group Notice)
  • Income-related Employment and Support Allowance (ESA)
  • Income-based Jobseeker's Allowance (JSA)
  • Income Support
  • Industrial Injuries Disablement Benefit
  • Mobility Supplement
  • Tax Credits (Child Tax Credits and Working Tax Credits)
  • Universal Credit (UC) - now DWP matched
  • War Pensions Mobility Supplement (MOD)

Flexible eligibility

You may also be eligible if you meet our flexible eligibility criteria:

  • homes with an annual household income (after mortgage or rent) of £21,000 or less
  • homes in receipt of certain benefits
  • homes with EPC rating of E,F or G
  • homes with EPC rating of D and:
    • a member of the household with a health condition made worse by the cold
    • a member of the household over 70
    • a member of the household is a Pregnant woman
    • householders have dependent children under 5 years old

You may also meet our flexible eligibility criteria if you have an existing medical condition that makes you vulnerable to the cold, including:

  • people with chronic respiratory condition
  • people with cardiovascular condition
  • people with musculoskeletal illness
  • people with a mental health condition

I’ve received a letter saying I can get free energy efficiency measures, is it a scam?

We are working with J & J Crump & Son Ltd to help residents access funding to make their homes warmer and cheaper to heat.Letters will be delivered to homes in the District advising when representatives from the companies will be in the area. Customers can either refer themselves into the scheme by contacting the number on the letter, or a representative will call at the property.

Referrals may also be made directly to J & J Crumps by Local Authority staff, health workers, community groups, charitable organisations etc.

What happens next?

Representatives will visit all properties that have expressed an interest and carry out an assessment to determine what measures the property could benefit from (Cavity Wall Insulation (CWI; Loft Insulation (LI); Boiler Replacement (BR) or a full heating system (CH), and whether the householder qualifies for funding under the above criteria.

If the resident qualifies they will sign the data sharing agreement and a date will be agreed for a technical survey to be carried out at the survey appointment the surveyor will need to see certain documents.

Why did the surveyor ask to see copies of the householders bank statement/payslip/benefits?

To be able to draw down funding to pay for your energy efficiency measures, the Installing companies have to be able to demonstrate to the Council that the household is eligible to receive funding on the grounds of income level or a pre-existing health condition. They need to see the documents as evidence/

How long will I have to wait for the install?

During the technical survey the surveyor will check for all energy efficiency measures that can be installed (CWI, LI, BR, CH) and an appointment will be made for the install, this will usually be within 14 days subject to agreement with the householder
