Sustainable Development SPDBuilding Evolution

On 22 September 2009 the Council adopted its second Supplementary Planning Document (SPD), the Sustainable Development SPD Opens in a new window, covering various aspects of delivering sustainable development through the planning system - in accordance with policies in our Core Strategy and Development policies Development Plan Documents (DPDs).

This document provides detailed guidance and supporting information for the public, developers, planners, architects and other agents in submitting and considering planning applications. It deals with sustainable design and construction, energy, waste management, water resources and drainage, giving ideas of how to address each.

All applicants for major developments i.e. non-domestic buildings above 1,000m2 or 10 dwellings or more, MUST complete the Sustainability Checklist to show how they have addressed sustainable energy and CO2 emissions issues, however all planning applicants are recommended to complete it. Many of the suggested ideas will improve the value of your building, save you money, and limit the effects of climate change on your home or business.

 

How was this Supplementary Planning Document developed?

Solar panelsThe SPD was subject to a Sustainability Appraisal Opens in a new window undertaken independently by Land Use Consultants.

As part of the consultation on the draft SPD a public meeting took take place at the Civic Centre, Stone Cross, Northallerton on 8 October 2008. This was a Question & Answer session covering all issues in the document and was open to anyone interested.

All comments received were summarised in a statement and reported to the Council and made available for inspection (deleting all contact information). Unlike a Development Plan Document, an SPD does not have to be submitted to the Government for Examination by an independent Inspector. The Council considered the responses and agreed changes to be made in the adopted version.
