Infrastructure Provision and Delivery SPD
The Council had started work on its latest Supplementary Planning Document (SPD), the Infrastructure Provision and Delivery SPD, which was intended to cover issues relating to the delivery of infrastructure and contributions from developers. In April 2010 however the Government introduced details of a new Community Infrastructure Levy (CIL) which will enable Local Authorities to secure financial contributions from developers. The present Government made some changes to the CIL and these were published in May 2011. As a result of these changes the Council decided to put the SPD on hold until the full details of the new CIL regulations have been considered.
Developer Contributions for Bedale Footpath and Cycleway:
A calculation mechanism has recently been approved for developer contributions towards the Bedale Footpath and Cycleway Scheme. The document was approved by the Council on 29 November 2011 and sets out the requirements and calculations which developers, who are promoting schemes within the defined 'contribution zone', must use to identify required financial contributions. The Bedale Footpath and Cycleway Scheme is identified in the Hambleton LDF Allocations document as Proposal BC3.

Developer Contributions for North Northallerton Link Road:
In November 2010 Cabinet Members approved a document which calculates contributions for the North Northallerton Link Road, which is part of the Council's Local Development Framework (LDF). Anyone submitting a planning application for a development within the parishes of Brompton, Northallerton or Romanby, will need to refer to this document to see how the charging schedule applies to them.
