- Council's must produce an annual plan - the Best Value Performance Plan - which sets out their objectives and targets (the Plan can be seen on the web site).

- Why services are being provided (Challenge)
- What customers thinks about the service (Consultation)
- How well the Council is performing compared to others (Comparison)
- Whether the services can be delivered in a better way (Competition)
