Summary:


The contract will be split into 4 Lots and covers receipt, purchase and treatment of dry recyclables from the Councils of Hambleton, Richmondshire, Craven and Harrogate. This shall include the options for the recyclables to be co-mingled, separated or two-stream. The total volume of recyclables is estimated to be 26 500 tonnes, split into the following Lots:
- Lot 1- Hambleton and Richmondshire District Councils - 10 500 tonnes.
- Lot 2- Craven District Council - 6 000 tonnes.
- Lot 3- Harrogate Borough Council - 10 000 tonnes.
- Lot 4- Combinations of Lots 1-3.
The proposed contract duration will be for a period of 3 years with an option to extend for up to an additional year. The total estimated contract value of this procurement over a 4 year period for all Lots is around 6 360 000 GBP (Lot 1: 2 520 000 GBP, Lot 2: 1 440 000 GBP, Lot 3: 2 400 000 GBP).

Applicants should note that this contract is concerned with arrangements for the receipt and onward treatment, recycling and sale of dry recyclable materials collected by the Councils. The contract does include options for the collection of recyclable materials from bring sites; but it does not cover the kerbside collection of dry recyclables as this is undertaken by the Councils

Provision of Pest Control Services for Domestic Rodents

The Council is seeking suitably experienced Contractors who wish to tender for the works described below.

The provision of a reactive service for rodent treatments in residential properties in the District of Hambleton or the District of Richmondshire or in both areas.

This will not include any work for commercial premises or treatment for other pests in residential premises where payment is received for the treatment undertaken as these works are to be retained by the Councils.

The deadline for submission of tenders is 12:00 noon on 5 August 2011. Any tenders received after this deadline will not be considered.

Specialist Support and Advice to Procure Waste Recycling Services

Hambleton and Richmondshire District Councils are currently looking for interested parties (including other local authorities) who may be interested in providing specialist support and advice to facilitate the purchase of our new recycling contract. We are specifically looking for people with expert knowledge and a proven & successful track record in both recycling/waste management and the procurement of such services to project manage the establishment of a new recycling contract.

The new contract will need to be in place by January 2012 and enable both authorities to:

- maximise income to both councils over 3-5 years, giving the details of guaranteed rebate options;
- ensure that they comply with EU policies, rules, regulations and processes;
- provide transition/implementation plans including any interim solutions;
- provide details of transfer station/s and plans for location/ implementation and any interim solutions,
- reduce the risk of breach of legislation and challenge;
- provide a framework contract for authorities in the region to access;
