-Licence - house to house collections

Introduction
A licence is required to undertake house to house collections. The purpose of the vetting and checking system is to ascertain whether the organisation applying is genuine or not.

Summary of legislation
Under the House to House Collections 1939, a House to House Collection Licence is normally required in order to collect money or other property for a charitable purpose. This will be granted by Hambleton District Council unless a Home Office exemption is in force.

Who needs to apply?
Anyone acting as a promoter of a charitable collection and who may cause others to act as collectors for the purposes of the collection.

How long will it take to consider the application?
The application will be determined on receipt and issued within 5 working days. However, certain applications may require further information to be provided which may extend this period.

How much will it cost to apply?
There is no charge for this licence. However, once a licence has been issued, you will need to apply to HM Stationery Office for copies of the prescribed Certificate of Authority and prescribed badges, which you will need to supply to all collectors.

Will tacit consent apply?
Yes. This means you will be able to act as though your application is granted if you have not heard from us by the end of the target completion period. Please note that tacit consent will only apply once a full application has been submitted and acknowledged.

You must forward, with your application, particulars of charitable purposes to which proceeds of the collection are to be applied and, where possible, the most recent accounts of any charity which is to benefit.

If my application is refused, how do I appeal?
Please contact the Licensing Team at Hambleton District Council in the first instance. However, there is a statutory right of appeal against the refusal to grant a House to House Collection licence. In this case, the right of appeal is to the Secretary of State, and the grounds for refusal are set out in the Act itself.
